Yes, you can.

If you use IDD from overseas to call Singapore, you will pay the IDD rates of the overseas operator, plus roaming surcharge. These rates are typically quite expensive.

However, using GlobalDial 121 to call Singapore will give you an opportunity to reduce your bills. There is no expensive roaming markup charge to be paid, and you will pay SingTel Mobile GlobalDial 121 rates, which are usually cheaper than the rates levied by the roaming partners.

Please note however that there may be charges imposed on incoming calls by the overseas operator, plus any taxes if applicable.

So why should I use GlobalDial 121 if I can use ICC instead?

To use ICC, you need to be an ICC card subscriber. This is not necessary for GlobalDial 121. You also need not register for GlobalDial 121 in order to use the service as it is given free to all AutoRoam customers and Pay-As-U-Roam customers. You can only use ICC in certain countries, whereas you can use GlobalDial 121 in all of SingTel's roaming destinations (subject to the operators supporting GlobalDial 121).

To use ICC, you have to know the local access number for the country you are roaming in. You also have to key in the 10-digit card number followed by the pin number, before dialling the number of the party you wish to call.

However, for GlobalDial 121, you only need to remember the short *121* string. This will be the same number no matter where you roam.

If, in a certain country, a particular operator does not support USSD, can I then use GlobalDial 121 by roaming with another operator in the same country?

Yes. This is provided that SingTel Mobile has a roaming arrangement with the other operator, and this operator should also support GlobalDial 121.
